MANY, La. — The Sabine Parish Police Jury on Aug. 19, 2026, approved two resolutions addressing land ownership and lease arrangements for the Hollis Creek solar project. The amendment to the existing agreement leaves the benefits and payments flowing to the parish unchanged, according to the resolution.

Both measures passed 8–0, with no abstentions. Juror Eric Garcie was absent.

The votes concern a payment-in-lieu-of-taxes arrangement, or PILOT, that the jury first supported in 2023. The arrangement involves Hollis Creek PV I, LLC, the solar company, and the Northwest Louisiana Finance Authority, a local public trust.

The structure provides for public ownership and leasing of project property, with agreed payments made in place of ordinary property taxes.

As part of the project’s financing, Hollis Creek PV I sold a portion of the land originally expected to be transferred to the finance authority. Hollis Creek Land, LLC purchased that tract and leased it back to the solar company for continued development of the project.

Resolution No. 10068 approves an amendment to the Aug. 9, 2023 PILOT lease between the finance authority and Hollis Creek PV I, removing the sold land from that agreement. The resolution states that the amendment “will not alter any of the benefits or payments flowing to Sabine Parish.”

Resolution No. 10069 approves a separate PILOT involving the finance authority and Hollis Creek Land. Its stated purpose is to place all land and improvements comprising the project under the finance authority’s ownership.

According to the minutes, the finance authority approved that PILOT on Aug. 12, 2026, contingent on the Police Jury’s approval. Both parish resolutions took effect immediately.

The actions address ownership and financing arrangements for the solar project.

Treaty Oak Clean Energy identifies Hollis Creek as a 200-megawatt solar project in Sabine Parish. In a Jan. 8, 2026 announcement, the company said financing had closed and construction had begun, with commercial operation expected in the first half of 2027. Those capacity and scheduling details are separate from the August meeting minutes.
